New US customs charges

Is there a simple step by step guide to folllow ?
I forgot about it and still have US shipping in my shop, I think it’s easier to take it all out but if i do I won’t add it back in again as it’s a hassle trying to calculate the postage costs on everything and knowing Trump this will all change again in a couple of months.

I started with the Royal Mail Website https://www.royalmail.com/usabusinessupdates

Then used the Gov website to find the new MFN tariff rates for each of my products. Check how to export goods - GOV.UK

You might also want to try Zonos Debby (see link I posted above), which I personally found a lot easier to use. The trick (as with UK commodity codes to be fair!) is trying a number of different descriptions to get a range of results that you can choose the most appropriate from.

I also asked ChatGPT for you and it said:

The crucial words are “art figure” and “art”. If it is a handmade decorative/collectible figure, not intended as a child’s toy, then Chapter 95 shouldn’t automatically come into play.

In fact, I found a very useful CBP ruling from July 2025 concerning a freestanding textile gnome. CBP explicitly rejected 9503 because it was a decorative display article rather than something principally designed for amusement, and classified it under 6307.90.9891 — Other made-up articles.

That is remarkably close to your felt bear.

If it’s something along the lines of:

** hand embroidered details*
** handmade as an art/decorative figure*
** intended for display or collecting*
** not a toy*

And the fact that it happens to depict a bear doesn’t turn it into a stuffed animal toy. CBP has made that distinction explicitly: an article’s intended use and characteristics matter. In the 2025 gnome ruling, CBP said that the article’s construction, physical characteristics and intended use indicated that it was decorative, with no significant play value, so heading 9503 was precluded.

That’s especially useful for your bear because I imagine it could look superficially like a stuffed animal."

If the first 6 numbers of that code are the same as the ones you used previously from the UK commodity codes when shipping your bears overseas, I think you can feel even more confident about it since those 6 numbers are the harmonised worldwide numbers.

Thank you very much Debbie, I will have a look at the Uk commodity codes that I have used in the past, they won’t be codes used for stuffed toys as I don’t make toys. I remember when the Uk codes first came into play I had to look up the fabrics they were made from especially the mohair bears.

You also need to take some time making sure that you’re picking the right US code for the fabric you’ve used. This search I did for you was for an art collectible made of felt (I know you don’t make toys and you certainly wouldn’t want to now given the new laws they have about them too!) but as I’ve learned over the last week, the fabrics we use can create a bit of a minefield in US codes. A wristlet style handbag I make using woven cotton attracts a General Rate of 6.3% plus the 10% tariff but a tote bag made with cotton Corduroy has a General Rate of 17.6% plus 10% because it has a “pile” texture. They also use all sorts of weird descriptors for different fabrics types - braided, corded etc - I’ve never used Google so much!

I think your mohair fabric would come under 5801, but there’s probably another category more appropriate for your bear “made up” of mohair fabric. Your current UK code is a great place to start - use the first 6 digits of that as a starting point in the US list.

It sounds complicated but I will have a look now I have a starting point, not going to bother with the wall hangers etc it will just be for the artist bears and kits.
I do wonder if it is worth it, US sales are not what they once were before all the new regs came in but will give it a go although it might be that I just end up taking US shipping out altogether.

I have some good news, the package I sent the day the system changed has cleared customs in the US using the equivalent US code, I’m lucky I only have one. At least the system is working .
