My feeling is that they are the wrong size for collar stiffeners - they wouldn’t be flexible to be the bit that goes round the neck and are too large to be the bit that goes into the points of the collar. I think they are for pressing/ opening out seams - you can get a similar shaped tool for working leather and other heavy fabrics.
