I know I’m years out of date here but my husband uses Cookson Gold - really reasonable jewellery supplier who does gemstones.

You might be able to souce rough gemstones from Holts in Hatton Garden, London. Haveyou tried them ? I got some aquamarine and tourmaline from them.
If you haven’t already, I recommend joining the Society of British Jewellers Facebook group- lots of great advice, and search the posts for lots of suppliers
